Hickory Creek receptionist gets 2 more fraud charges

An ongoing investigation led to Ruthann McInnis receiving two more fraud charges.

McInnis, 56, was arrested in November after a parent reported that her child’s P-EBT card was missing. The Hickory Creek Elementary receptionist was reported to have taken two P-EBT cards and using them to buy groceries.

McInnis was recently arrested again after two other parents reportedly notified Detective Katelyn Cannon of the McMinnville Police Department that their child’s P-EBT cards had been used. These children are also Hickory Creek students. McInnis allegedly had been using these two cards since the latter half of 2021.

Cannon pulled transactions from the two cards and found that one had been used 17 times between Nov. 22, 2021 and March 1, 2022. Detective Cannon reported that the transactions totaled $773.81. The other card was found to have been used for 10 transactions between the dates of Aug. 6, 2021 and Sept. 23, 2022. These transactions totaled $371.83.

Detective Cannon was able to tie these transactions back to McInnis leading her to be charged with two additional counts of fraudulent use of a debit card. McInnis was arraigned by special Judge Matthew Cowan.
