Chester is a tiny dog with a lovable personality. The Chihuahua is estimated to be 12 years old and is seeking an owner with blankets. Animal Control officer Shelby Newman says he’ll curl up under any available blanket and he likes attention. For the right person, his adoption fee will be waived.
