The county officially owns Three Star Mall.
County Executive Terry Bell announced he received the keys to Three Star Mall last week. The county plans to hit the ground running and begin working on improvements. Construction is expected to begin at the beginning of December.
“We have the keys to it. We have been over there and looked at it and we need to get something done about the roof right away,” said Bell at the county Building and Grounds Committee meeting Thursday night.
The plan is to put the new health department in the old JCPenney space. The county received a $9 million grant for a new health department and a portion can be used on the purchase of the building, and the remainder will be used on the renovations. The purchase of the remainder of the mall from JCPenney to Roses will allow the county to house the McMinnville Warren County Senior Center, UCHRA and the Veteran’s Service Office.
During the meeting, the committee voted to hire Upland Design to be the architect on the roof. Bell has a timeline on when he expects the construction of the health department to begin. This week the county plans to meet with UCHRA, meet with Josh Gipson/TN Department of Health, meet with the Warren County Senior Center Board and publish an RFQ for the architect for the health department.
During the week of Aug. 1, the architect is scheduled to evaluate the roof. The week of Aug. 15, the county plans to award the health department architect and publish an RFB on the mall roof and other upgrades. The week of Sept.1, the county plans to award the roof bid for the mall (B&G).
During the week of Sept. 14, the county plans to review the UCHRA and Senior Center Plans. The week of Oct. 1, the county plans to begin the mall roof replacement. The week of Nov. 1, the county plans to publish RFB on Health Department Architectural Plans. The week of Nov. 20, the county plans to award the bid for construction plans.
The week of Dec. 1, the county plans to begin the construction of the health department, UCHRA and Warren County Senior Center.
“We may miss some of these. We may hit some of these, but that is kind of the plan,” said Bell.
