McMinnville Mayor Jimmy Haley’s power to appoint was scrutinized with a Tuesday night recommendation to appoint Trevor Galligan in place of Mark Brown on the Industrial Development Board.“On our sheet here about how these members come about, it says this person is supposed to be elected by the Board of the Mayor and Aldermen, not necessary a recommendation from anyone,” said Alderman Mike Neal. “I would like to know the process of how we carry out an election for this position.”Haley stated, “The board can make nominations besides mine. I just make recommendations.”During past meetings in which Haley has made nominations, board members have voiced a desire to know the name of the individuals under consideration prior to the meeting and not handed a name last minute.
