Warren County Animal Control is out of grant money for low-income people who want to adopt a pet. A new adoption policy that combines the facility’s adoption fee with the cost of spay and neuter has created an unforeseen problem.“My hands are tied,” said Animal Control officer Kim Pettrey. “We are out of grant money for low-income individuals and nothing in the new policy allows us to reduce the adoption fee when grant money is not available.
