INVITATION TO

 

BIDDERS

 

Sealed bids, subject to the conditions contained herein, will be accepted by the Warren County Financial Management Committee at the Warren County Administrative Building, Office of the Finance Director, 201 Locust Street, Suite 2, McMinnville, Tennessee, 37110 up to but no later than 9:00 A. M. Central Time on Thursday, June 26, 2014 and then publicly opened and read for Furnishing and Installing a Door Access Control System for Selected Doors at the Warren County Health Department located at 1401 Sparta Street, McMinnville, Tennessee  37110. 

 

A PRE-BID CONFERENCE will be held on Friday, June 20, 2014 at 9:00 A.M. Central Time and will begin in the front foyer of the Warren County Health Department, 1401 Sparta Street, McMinnville, Tennessee.  Bid specifications and scope of work will be discussed at the meeting. 

 

Bids sent by mail or courier service should be directed to the attention of:  Linda G. Hillis, Warren County Finance Director, 201 Locust Street, Suite 2, McMinnville, TN  37110 and must be received no later than 9:00 A.M. Central Time on Thursday, June 26, 2014. 

 

The Instructions to Bidders, Form of Agreement, Drawings, Specifications, Form of Bid Bond and of Performance and Payment Bonds and other bidding instruments may be examined at the following locations:

Copies may be obtained at the Office of the Warren County Finance Director upon payment of a non-refundable $25.00 fee for each set.  Checks should be made payable to:  Warren County Trustee.  All out-of-town contractors, subcontractors, suppliers, etc. requesting a bid set to be mailed or shipped to them will be responsible for shipping costs.  Each Bidder must have obtained a set of bid documents upon which to base their bid in order to be considered a qualified Bidder.

 

All Bidders must be licensed Contractors as required by the Contractors Licensing Act of 1976 (TCA Title 62, Chapter 6).  No bid will be opened unless the outside of the sealed envelope containing the bid has the bidderÕs name and license number.  All bidders must completely fill out the BID ENVELOPE COVER PAGE and attach to the front of the bid envelope. 

 

All bids must be completed on the Bid Form provided in the Contract Documents.

 

A Bid Security made payable to the Owner in the amount of five percent (5%) of the bid must accompany the bid.  Surety Company issuing bond shall be licensed to transact business in Tennessee by the Department of Commerce and Insurance.  Bonds shall have certified and current Power-of-Attorney for the SuretyÕs Attorney-in-Fact attached.

 

A performance and Payment Bond in the amount of 100% of the contract sum will be required of the successful Contractor.

Bids will be awarded accordingly as prescribed by law, which states "lowest and best".  A Supreme Court ruling states that the discerning of best lies solely on those requesting the bid and not the bidder.  No bidder may withdraw his bid for a period of Forty-Five (45) Days after date set for opening of the bids.                                                                                                                                                                                                                                The award of the project is subject to budget limitations.  The right is reserved as the interest of Warren County, Tennessee may require to accept or reject any or all bids received, to accept or reject any item thereon, to waive any informalities in bidding, and/or to abandon or postpone this project without any obligation to bidders.  In case of tie bids, Warren County, Tennessee reserves the right to negotiate with bidders.

Pursuant to T.C.A. ¤50-9-114, Warren County, Tennessee has adopted a Drug & Alcohol Testing Program and is required to include this information in our bid specifications.  Warren County, Tennessee requires Alcohol and Controlled Substances testing for Safety-Sensitive Positions as required by the Federal Omnibus Transportation Employee Act of 1991 and related United States Department of Transportation rules and regulations set forth in 49 CFR Federal Regulations Parts 40 and 382.

 

BIDDERS MUST SUBMIT AN AFFIDAVIT THAT THE BIDDER OPERATES A DRUG AND ALCOHOL TESTING PROGRAM WITH REQUIREMENTS AT LEAST AS STRINGENT AS THAT OF THE PROGRAM OPERATED BY WARREN COUNTY, TENNESSEE.
