TO THE EDITOR:In the Feb. 6 edition of the Southern Standard, state Sen. Janice Bowling states, "It's not like there's $1 billion in a box up in Washington with Tennessee's name on it. This was deficit spending." I hate to burst Sen. Bowling's balloon (actually, no, I don't), but her statement is simply not true on two counts.
