McMinnville resident and Warren County native Randall Hugh “ToJo” Milstead, 61, was born Sept. 15, 1954 and died June 5 following a lingering illness. A truck driver with Star Transportation and a member of the Baptist Church, he was the son of the late Thomas Earl and Eona York Milstead. He was married Nov. 5, 1988 to Juan Milstead of McMinnville.
