It’s 2016-17 fiscal year budget time in Warren County. A proposed budgetary calendar is under consideration.
“Each year we have to adopt a budget calendar,” said Finance Department director Linda Hillis. “This is procedure and we have to have it. This will go before the County Commission. It is pretty much the same as usual but some dates have changed.”
Hillis presented the proposed budgetary calendar to the county Financial Management Committee on Monday. It was unanimously accepted by County Executive Herschel Wells, chair, Commissioners Terry Bell, Linda Jones and Tommy Savage, Director of Schools Bobby Cox, and Road Superintendent Levie Glenn.

In March, all department heads, appointed officials and elected officials will be notified to begin the process of analyzing the needs of their department for the upcoming fiscal year. They will then submit their proposed budget requests to the county executive and finance director. The proposed budgets will be made available to the appropriate committee for each department. Committees will begin reviews.
In April, Budget and Finance Committee will begin consideration of budgets approved by the various committees and review estimated revenues and the availability of funds for fiscal year 2016-17. Director of Schools Bobby Cox and the Warren County Board of Education will present a proposed budget request to the Education Committee for consideration. Upon approval, the budget will be presented to Budget and Finance Committee.
Upon completion of the budgetary review for all departments, the Budget and Finance Committee will forward the recommended proposed budget, with a recommended tax rate, to the Financial Management Committee for its review and consideration for changes in May.
In June, Hillis will compile the recommended budget and tax rate and prepare the document for presentation to the Warren County Commission at the July 18 regularly scheduled meeting. Per publication requirements, preparations will also be completed for publication in the local newspaper at least 10 days prior to budget approval by the Warren County Commission.
The state requires the county to set and submit a budgetary calendar. It will be presented to the full Warren County Commission on March 21.
