A teenage boy was plucked from the fast-moving water above Frank G. Clement Dam on Friday afternoon after rescue workers found him clinging to the edge of the falls.The victim, identified by police only as a 16-year-old male, clung to the concrete lip above the 20-foot falls as the swift waters brought by recent rains squeezed him against the top of the dam.“We aren’t clear if he was swimming or diving up there,” said McMinnville Police Sgt. Lisa Norris saying they responded to a call of a person in distress above the dam. “The water is pretty cold for this time of year and when we first got there he was yelling that he thought he was about to black out.”Concerns over the boy falling unconscious and slipping below the water prompted quick action. Joey Clark of Warren County EMS, who has also worked as a lifeguard, volunteered to be lowered into the water by rope from the railroad trestle above the stranded youth.
