The Warren County Commission approved a plan Monday night to spend up to $143,500 to build a county morgue.The measure passed 21-2 with Commissioners Scott Rubley and Charles Morgan voting against it. Morgan has said the $143,500 is way too much for what should be a basic building. Commissioner Gary Prater was absent.Before being presented to the full County Commission on Monday, the morgue building project was approved unanimously by the Financial Management Committee in a meeting immediately prior.The morgue building project had already been approved by the county’s Budget and Finance Committee on Thursday, but the approval didn’t come without discussion.Commissioner Michael Martin questioned some of the morgue design elements, saying, “This cooler, why do we need that?
