Two officers jailed in Cannon County for sexual battery against a minor

CANNON COUNTY – Investigations by special agents with the Tennessee Bureau of Investigation into allegations of sexual battery against a juvenile have resulted in the indictment and arrest of a now-former Rutherford County corrections officer as well as the indictment and arrest of a Woodbury police officer.

At the request of 16th Judicial District Attorney General Jennings Jones, on July 16, agents began investigating allegations that Rutherford County corrections officer Clifford Carr had sexual contact with a juvenile victim who was less than 13 years old. The investigation revealed that on July 12 and 13, at the time he was still a corrections officer, Carr exposed himself to the victim, and displayed sexual activity to the victim. Carr is no longer employed by Rutherford County.

On July 31, the Cannon County Grand Jury returned indictments charging Clifford Ryan Carr (DOB 11/25/1990) with one count each of Aggravated Sexual Battery, Sexual Contact with a Minor by an Authority Figure, Solicitation of Sexual Exploitation of a Minor, Sexual Battery by an Authority Figure, and Indecent Exposure. Carr was arrested and booked into the Cannon County Jail on a $100,000 bond. 

On July 18, at DAG Jones' request, agents began investigating allegations involving Woodbury police officer Tommie Lee House. The investigation revealed that, earlier this year, House solicited an exploitive image from the juvenile victim and, on a separate occasion, had sexual contact with the victim while on duty. The department decommissioned House when the allegations surfaced and placed him on administrative leave. 

On July 31, the Cannon County Grand Jury returned indictments, charging House (DOB 9/4/1984) with one count each of Solicitation of Sexual Exploitation of a Minor, Especially Aggravated Sexual Exploitation of a Minor, Aggravated Sexual Battery, Sexual Battery by an Authority Figure, and Official Misconduct. Authorities arrested House and booked him into the Cannon County Jail on a $75,000 bond.
