County Executive Terry Bell and private land owners in Rock Island are bewildered at how a long-range transportation planning study for a proposed bike trail was able to proceed without their consent. It all began to come out when a group text went out detailing a “sneak preview” of a proposed bike lane and pedestrian trail in Rock Island.
