A man has been bound to the grand jury on charges of solicitation of a minor after he allegedly hit on a 17-year-old girl.The suspect, Arthur Paul Ikeard Jr., 51, was bound to the grand jury following a hearing before General Sessions Judge Bill Locke on the charge of solicitation of a minor. The case is a misdemeanor offense.His charges come for comments he allegedly made as he and the 17-year-old girl walked to Hardee’s.“While walking, he made numerous vulgar and sexual comments to the victim regarding his desire to have sexual contact with her and requesting her to engage in sexual contact with him,” the girl’s guardian swore on the warrant against Ikeard. “He was aware the victim was a minor at the time of his sexual request.”Under state law, it is illegal to proposition a person under the age of 18 if the person doing the propositioning is an adult and more than four years older than the juvenile.
