The year will be half over before McMinnville officials see the actual cost of proposed Civic Center renovation and expansion.
According to McMinnville Parks and Recreation director Scott McCord, the process hit a snag early.
“We are looking to have the bids back in by the end of July,” McCord said. “What put us behind was it took five months to get the site survey back and Geotech didn’t start until mid-December due to scheduling conflicts. The engineers won’t start until they have those two surveys done. Now that they have those in hand, they are starting. They’ve cut six weeks off their schedule. They think they can get this moved up to try to get us back on schedule.”
When bids are received and opened, the actual cost of the project will be known.
Officials do have a $6.1 million estimate from Hart, Freeland and Roberts Design. It includes $3.5 million to renovate the existing Civic Center, $751,340 for a south addition, and $1.81 million for an east addition.
The estimate was used to consider funding options. Using a variable rate on a 20-year loan, the annual debt service payment would be approximately $380,000. Using a fixed rate on 20 years, the annual debt service payment would be approximately $410,000.
Renovation and both expansions are estimated to take 14 months, if the building is shut down during the project. If the city attempts to leave the facility open and undergo the renovation in phases, the time for completion will be extended and the cost will increase.
No final decisions have been made on the proposed renovation or its funding options.
