McMinnville Downtown Revenue Finance Corporation wants to branch out to cover the entire city limits. The corporation was created to oversee a PILOT (payment in lieu of taxes) program which offers incentives to promote the development of downtown. McMinnville Mayor Jimmy Haley wants to propose an expansion.
