Property rights voters will not be required to cast their city-election ballots by mail. McMinnville officials voted against the measure after some confusion about the process to vote by mail. Warren County election administrator Donna Smith made an earlier presentation to the board asking officials to consider a mail-in option for property rights voters – individuals who do not live inside the city but have the right to vote in city elections because they own property in McMinnville.
