McMinnville officials have agreed to consider a measure that will allow property rights voters to cast their city-election ballots by mail. They have until September to decide.“If we do this, we will have to do a lot of PR to make people understand it,” said Mayor Jimmy Haley. “We don’t want anyone thinking we are trying to take their right to vote away from them.”The measure was proposed by Warren County election administrator Donna Smith, who says the option will change how property rights voters cast their ballots but not take away their right to do so.“Our mission is to encourage people to vote, not discourage it,” said Smith.
