This year’s carnival at the Warren County A&L Fair has a new spin.After years of being operated by Cumberland Valley Shows, the carnival is now being run by Kissel Entertainment. Owner Russ Kissel is a third-generation carnival owner who raised his family on the fair circuit. Warren County’s fair is one of the most popular and well attended on a route that travels six states, he said.“I do 52 of these a year,” said Kissel.
