According to police reports, Justin Harrel was spotted by officers at a local park and recognized as a person who was wanted on two outstanding warrants.When law enforcement converged and placed Harrel under arrest, he made a plea with officers to allow him five minutes to talk to his girlfriend because he came to the park to propose.
