A new year begins and we are haunted by some of the old questions. But before Congress returns to the Capitol and before the White House creaks back into action, we might pause to examine the state of our politics. Vital budgetary, military and diplomatic questions issues will need to be confronted.Each presidential administration, and each new Congress, has the chance to start anew, and in truth there have been moments of great hope in the past third of a century.
