Thomas Owen Bratcher, III, 57, of Charles Town, W.V., died Aug. 4, 2023, at his residence. He was born April 28, 1966, in McMinnville, was a retired instructor with the Department of Homeland Security, a graduate of WCHS and MTSU, and was preceded in death by his father Thomas Owen Bratcher, II, grandparents Thomas Owen Bratcher, I, Nina Mae Bratcher, Jerry Delaney and Joe and Ruth Vickers.
