Local contractor charged with conning two residents

Two Dibrell-area residents are looking to nail a local contractor for taking money and never delivering the work that was promised.
Samuel A. Hall, doing business as Hall Construction, faces two charges in Warren County for taking a combined $13,000 to construct two detached buildings, then leaving the jobs after minimal work.
“We paid him $7,500 to build a garage and he walked off the job,” said Kerry Boyd, who says she and her husband, Phillip, have been conned by Hall. “He had workers out here for three days, but they weren’t construction people. I think it was people he just picked off the street because they did very shoddy work. They didn’t even have their own tools. They were trying to make cuts with a hand saw so we finally let them borrow some of our tools. Then they left and haven’t come back.”
Hall faces two counts of theft under $10,000 and has been given a June 5 court date.
In addition to the Boyd garage, Hale reportedly entered into a contract with another Dibrell-area resident to construct a 24-foot by 24-foot building. In that case, Gary Bond reportedly paid him $5,500 of the $6,500 cost up front. The contract called for the job to be done in 14 days, but hardly any work was done.
“Samuel Hall would not come back and finish the building and was unable to be reached by phone,” said sheriff’s investigator Steven Carpenter in the warrant against Hall.
Boyd says she has talked to a number of other people who have experienced trouble with Hall completing satisfactory work ranging from Clarksville to Monterey.
“It seems like he has gotten worse over time,” said Boyd. “He used to finish projects with shoddy work, but now he doesn’t even finish them. He takes the money and runs. We tried to get him to come back, but first he said it was because of the weather. Then he said his sister died. Then when we tried to get our money back, he said he spent it on his sister’s funeral.”
