A 56-person docket was heard Tuesday by Judge Bill Locke in General Sessions Court. Included in court action:• John David Smartt waived his right to a preliminary hearing and was bound to the grand jury on the charge of rape of a child. He is charged with inappropriate behavior with a minor which took place as far back as 1999 in what investigators say was a long-standing pattern of abuse.• Terrence D. Martin was bound to the grand jury on charges of introduction of drugs into the county jail and possession of drugs.
