Finalizing the morgue budget issue that has been in discussion for several months was the main event of Monday night’s full Warren County Commission meeting. With 23 of the 24 commissioners present, the budget cap of $143,500 passed with a vote of 21-2. Commissioners Scott Rubley and Charles Morgan each voted no.In voting against it, Rubley said, “I think we could have taken shortcuts that would not compromise the functionality of the facility.
