A rebate for McMinnville city taxpayers is becoming less likely, as the action taken Oct. 28 was determined to be inappropriate and the state has yet to decide if the city can offer a refund. The $500,000 rebate was proposed as a one-time measure, not a tax cut. Rebate money would be returned to taxpayers on a percentage basis, meaning those who pay more in property tax would get a larger rebate.“The Open Meetings Act requires public disclosure of any action contemplated by the municipality that would involve the appropriation of public funds,” said city attorney Tim Pirtle.
