Property easement raises questions of procedure

A property easement agreement between the city and Middle Tennessee Natural Gas was accepted last week by McMinnville officials, but quickly caused a stink when the mayor refused to sign it.“I didn’t refuse to sign it,” said Mayor Jimmy Haley. “There is no time requirement for me to sign it. When I went to City Hall, I didn’t sign it because I don’t think the board had a clear understanding of what the easement was about before we voted on it.”Public Works director Bill Brock brought the easement request before the full board on Tuesday night, where the measure was passed unanimously by Haley, Vice Mayor Ben Newman and Aldermen Ken Smith, Jimmy Bonner and Rick Barnes voting in favor of it.
