He’s worked through tornadoes and gas fires. Now it’s time to retire for Warren County Emergency Management Agency director Percy Phifer.After 7-1/2 years on the job, Phifer’s retirement took effect April 30. His retirement was announced by County Executive John Pelham during a recent Safety Committee meeting.Phifer began the job working part-time, but it ended up becoming a full-time position.
