Harvey, 22, has been charged with being an accessory after the fact.Cook was blue lighted on Vinewood Road by McMinnville police officer Katelyn Neal after she noticed his license plate light was not working. However, he refused to stop until he had reached the end of Green Acres Apartments parking lot.
