City delays sale of lots

Local residents have more time to consider what they will offer for two lots on Main Street.
The lots, located at 207 and 209 E. Main Street, will be sold together with a minimum bid of $25,000 and restrictions that require construction to begin in 18 months from the date the city accepts the winning bid.
The city was prepared to publish the lots in Sunday’s edition of the Southern Standard, May 28, and begin accepting sealed bids. However, during a recent Building and Grounds Committee meeting, city attorney Tim Pirtle suggested the city have the property surveyed prior to advertising in order to avoid any confusion on its boundaries.
When Pirtle questioned if the city has a description of the property, city administrator Bill Brock stated that he was unaware of one.
“You need a description for the deed,” said Pirtle. “You need a surveyed property description before you execute a deed to anybody.”
Having a survey done will provide a clear picture of what people are attempting to purchase.
“If we need to have a survey, we can get that done,” said Brock. “That way, they will know what they are buying. There is an alley behind it. They don’t go all the way back against the rear building. The city has a strip there that won’t be included.”
As a further disclosure, potential bidders will be provided a copy of the city’s Historic Zoning Guidelines. It outlines requirements for new construction within the zone. In addition to complying with applicable building and zoning regulations, the proposed structure will be required to comply with those guidelines.
“We thought we would send out those guidelines,” said Brock. “If anyone comes in to pick up a packet, we could send those guidelines with them. Whatever they build has to fit with the historic guidelines. We don’t want people coming in thinking they can place just anything they want down there and walk away.”
Because it lies in the historic district, the property could qualify for financial assistance from McMinnville Downtown Revenue Finance Corporation (MDRFC), which offers financial incentives designed to encourage commercial development and residential housing development in downtown by way of a freeze on property taxes at the pre-development level for a predetermined period.

Once the survey is complete, committee members suggested the lots be advertised twice in the Southern Standard on a Sunday and Wednesday edition and sealed bids accepted for two weeks after the first publication.
