Land dispute disrupts water tank project

West Warren-Viola Utility District is moving forward in diverting a federal Community Development Block Grant for $500,000 that was originally awarded nearly four years ago for building a water storage tank and using it to upgrade existing water lines. The county’s Budget and Finance Committee met Tuesday to consider project information and bid documents presented by James C. Hailey & Company engineer Anthony Pelham, who informed members Terry Bell, Carl E. Bouldin, Ken Martin and Michael Martin that a bid opening was held the week before and offered his recommendation on awarding the bid. “It’s my recommendation to award to Angel Construction Company, Angle is out of Pikeville and Roy Joe Angel is the owner, in the amount of $396,350,” said Pelham.
