County Commissioners fill positions

Members of the Warren County Commission held a full-court meeting Monday night with 23 commissioners in attendance. Commissioner Bessie Smithson was absent.
Tammy Love was appointed to her first two-year term serving on the Agriculture Extension Committee set to expire in January 2015. Love is replacing Kellie Dyer whose third and final two-year term is expiring. Also appointed to the committee were Commissioners Dwight O’Neal, Kenneth Rogers and Morris Bond, who were reappointed for two-year terms to expire in January 2015.
Joe Howard was reappointed to the Warren County Memorial Airport Commission for a five-year tear to expire January 2018.
Dr. Mike Roberts was reappointed to the Warren County Airport Zoning Committee for a four-year term to expire in January 2017.
Karla Fischbach was confirmed as a part-time employee at Warren County Animal Control.
Wally McClaren Jr., and Crystal McGlothen were in attendance and both were approved to begin working as judicial commissioners for the county.
A few changes were approved to the county’s Motor Vehicle Review (MVR) policy including changes in the policy concerning new employees. Added was: “Class A violations will constitute an unacceptable driving record. MVRs revealing three or more Class B violations will be reviewed by the hiring department manager for final determination.”

Examples of Class A violations are:
• Driving while intoxicated or under the influence
• Homicide arising out of the use of a motor vehicle (gross negligence)
• Reckless endangerment involving a motor vehicle
• Using a motor vehicle for the commission of a felony
• Reckless driving

Examples of Class B violations are:
• Speeding
• Unlawful lane change
• Traveling too fast for conditions

The county voted to remove a proposal which called for taking out a $225,000 interest-bearing capital outlay note to pay for improvements to the courthouse, health department and jail.
After realizing they had enough money in their budget to finance the improvements without taking out a loan, the county now plans to use money already in its account.
The Budget and Finance Committee met prior to the full County Commission meeting Monday night and voted to remove the request to use a capital outlay note to pay for the building upgrades.
Warren County High School teacher Suzanne Prater and several of her students observed the county government meeting. Prater said the students in her Teaching as a Profession class must observe teachers in the classroom, implement lesson plans, attend a School Board meeting and attend a County Commission meeting in order to fulfill state standards for the class.
Prater said this is the first year the class has been taught at WCHS and the class will help feed the 2+2 Elementary Education Program classes at Motlow in which elementary education majors who graduate from Motlow receive instruction from Tennessee Tech professors without traveling to Cookeville.
In the 2+2 program, students complete an associate of science degree at Motlow College and can transition easily into the Tennessee Tech program. Students then complete their junior and senior years through Tennessee Tech without leaving Motlow in McMinnville.
