With another tough year coming to an end, McMinnville officials are looking toward a financially brighter 2012.“We’ve gone through a hard, hard time,” said Vice Mayor Everett Brock. “When I ran for office three years ago, I had no idea we were in as bad a shape as we were. We had people all over us, but we did what needed to be done in order to straighten up the city’s financial situation.”Among the more controversial measures needed to get the city back on stable financial ground was an annual tax increase, reducing staff in city departments, and taking the county to court over local option sales tax.
