Mr. Louis Russell Raper, 71, of Rock Island, died Friday, Sept. 27, 2024, at Select Specialty Hospital in Nashville. He was born July 21, 1953, in Warren County, was a former employee of Carrier, was also a car salesman, and was of the Baptist faith.
