McMinnville resident and Warren County native James Willard Smartt, 51, was born Feb. 23, 1963 and died Aug. 8 at River Park Hospital following an extended illness. A nursery worker and member of the Baptist Church, he was the son of the late Willard and Barbara O’Neal Smartt. Mr. Smartt was married to Pam Smartt of McMinnville.
