McMinnville resident and Van Buren County native Franklin William “Bill” Carter, 78, was born Aug. 22, 1934 and died unexpectedly Jan. 2 at River Park Hospital.A retired employee of A.O. Smith, he was the son of the late Willie and Jennie Mae Sparkman Carter. In addition to his parents, he was preceded in death by a son, Sharon B. Carter; grandmother, Ida Black Sparkman; grandfather, Tom Sparkman and brothers, Von Edward Carter and Richard Lee Carter.He was married Sept. 4, 1954 to Margie McGuire Carter of McMinnville. In addition to his wife, he is survived by two daughters and sons-in-law, Sylvia Diane (Rex) Anderson and Judy (Gary Wayne) Sullens, both of McMinnville; six grandchildren, Scottie Lockhart, Cory Lockhart, Derek (Chelsea) Hogencamp, Stephen Hogencamp and Bradley Wayne Sullens, all of McMinnville and Seaman Apprentice Patrick (Katie) Hogencamp of Groton, Conn.; four great-grandchildren, Dylan Lockhart, Weston Lockhart, Katie Lockhart and Ethan Lockhart, all of McMinnville; brother, Thomas (Opal) Carter of Peru, Ind.; sister, Dillie Mae McBride of Quebeck; several nieces, nephews, cousins, in-laws and friends.Funeral service will be held at 2 p.m. Saturday at High’s Chapel with Michael Brock officiating.
